I would envision a governemt where the two provinces would be joined like they shopuld have been in the first place. It would be a republic with a President and a unicameral legislature with Representation based on population. Under such a scenario right wing parties would control the legislature due to Alberta's superior voting strength but there would be a philosophically social democratic party as the perennial opposition. The President would pick the cabinet (like in the U.S) but the parliament would vote him money accordingly). However the president owuld have to pick his cabinet fom the MP's as well. The President would have a veto except on money bills. The President would command the regular army that would be supported by citizens militias. The regular army would be the one we committ to internationmal tours and is trained to the highest degree. The citizens militias would be armed by the government just as well as the regular force but each soldier would be required to look after his own weapons (much like the swiss model). There are many possibilities but ther new ideal constitution would make the new country liberal proof.
